It's my understanding that receiving the "poor communicator" message decreases your fate cards by one, meaning that if you have "Worldly" (5 fate cards) you're reduced back to a "neutral" status and your fate cards are back to normal (4 cards). If you are already at a "neutral" status (again, 4 cards) you're given "Clumsiness" (cards reduced to 3). As far as I've been able to tell these changes are definite and there is no chance involved. Thus, if you were at a neutral state and received the poor communicator message you would ALWAYS be given Clumsiness. I'm not 100% on this and need confirmation.
