This is a Random Event found in Success Mode that makes use of Fate Cards. Depending on the result it will affect your character in various ways.

A crook, steals the purse of a lady. Should you catch him?

"Hey, that guy snatched my purse!"

Note: This event is not the same as the Stolen Bag event. Don't confuse them.
