Does anyone know exactly what a pitcher's arm strength affects or why it's important that a pitcher has "C" or "B" arm strength?

Just the speed of throws in the field, just like a shortstop's arm strength. It doesn't affect pitch speed.

Oh, so it has no affect on any of his pitching abilities like stamina, control, how much his pitches break, or prone to elbow pains or anything?

Nope, thats why it is under the fielding tab and not the pitching tab.
