You guys are missing/forgetting something because I have received Intimidator 100% of the time. Checklist:

~ Win the 2 playable games against the Wild Jokers.
~ As for dates, the Park is best after a great game, and unlike Patty, you can visit the Park any time.
~ When Lucy's likeability reaches a certain point, you are given the opportunity to fess up. If successful, she will become your "special friend." If unsuccesful, S/L and retry or fess up later.
~ After that, seal the deal with the following dates:
1. December, Wk 3: Have a gift in your inventory and go to the Vicinage. Lucy is buying a gift - a shirt - for you. Trade gifts for a huge likeability boost. I almost always give her the fancy bag I receive from Marvin.
2. Visit Lucy during Year 2 after a great game to get another big boost.
~ 80% likeability is all you need to get Intimidator at the conclusion of Success Mode (although, I usually have more than that).

You're missing something, I've received stuff from Lucy 0% as a pitcher, 100% as a hitter.
