Parentheses do count since they can reflect grouping and multiplication. Even if you exclude them from counting, 4 total symbols are used 2 division and 2 decimal.

Did the teacher say symbols or signs? If he/she said signs, I would argue that the solution is incorrect, since the decimal point is not a sign, and the answer is NO SOLUTION.

On another note, don't argue with your teacher, but bring it up as a topic to discuss in class. Teachers love it when their students think.
