Favre would have had to make up his mind a lot sooner. The lead time on production printing on the scale of Madden is months. It's likely the deadline for the cover art was end of June at the absolute latest, probably more like end of May.

I'm sure they came up with the idea of using Favre as a sort of tribute since he had retired, but knowing his history of waffling they'd have been better off just choosing someone else.

It was a tribute. It was announced within about a month of his "retirement" that he was the cover boy. It's also getting harder and harder to find players who actually want to be on the cover.

Ah, the good old Madden Curse. Let's see if he makes it through the first 8 games without clutching an ankle or something...
