The staff are your Manager and Coach for either AAA or MLB, depending on which you are on. You can talk to them and do things like ask the coach to change your spot in the batting order to leadoff or cleanup. This will only work if you have a high star friendship with them. You can develop this by doing things like donating to charity or doing well in games. You can only interact with the Manager and Coach of the league you are in.(In other words, you can't talk to the AAA coach when you are in MLB and vice-versa.)
It is also possible to tell your Manager that you are going to retire. He ask you if you are serious and if you say yes, he gives you a date towards the very end of the season which will be your last game.
