Without doing research, I would assume around the time Canada became a country in 1867, it would make sense anyway.

And Edmonton was never even in the same conference as those divisions.

Edit: After doing research, apparently the first organized Hockey game was sometime in the mid 1870's. Must have taken the other years to work out rules for it.
