Although I understand that Clutch Hit and Vs. Lefty can be upgraded to 5, I don't with the url here

It is clear enough. What it is saying is that although these abilities are listed as a maximum of 5 not all of these abilities can go to 5 some are only able to go to 4. Example stealing is a 5 scale ability but you can only go to level 4, where clutch and vs. lefty actually have a high level (level 5) available.

It reads "A 5-Scale Ability is an ability that is measured on a scale of 5.
It defaults to 3 (neutral) and can be either positive or negative. Although measured on a scale of 5, not all 5-Scale Abilities will have the extremes of 1 and 5. Additionally, the pitching ability VS Runner can only be neutral (3) or negative (2).
In Success Mode, 5-Scale Abilities cannot be learned from Secrets of Baseball (SoH, SoD, SoP) books. "
It should read something like this: A 5-Scale Ability is an ability that is measured on a scale out of 5.
The default score is 3 and is considered as a neutral ability. All of these abilities can be give a positive bonus and would be shown as a score of 4. Few abilities can give an even larger bonus and they are able to go up to level 5. A score below 3 means that the ability has a negative effect. In Success Mode, 5-Scale Abilities cannot be learned from Secrets of Baseball (SoH, SoD, SoP) books. "
