I think this is to choose who you want to make a decision about something:

Yabe-kun
Tarō
Zerō
Goro
Ryu
Cerberus
Fujinmaru
Yāben

My Japanese is pretty poor, but I'm pretty sure he's asking what the dog's name is. The drop down list gives you potential names, but some of the options I don't totally understand or know the meaning.

The dialog at the beginning is something like "something's watching me", "or did you want to play?", "the tail is waving at you", and "the dog's really cute", "I wonder if it's got a name".

Later, he's not asking what the dog's name is. (How would the dog answer?) He's wondering what to name the dog. The first option is to let Yabe-kun name the dog. The other options, which I already translated earlier, are what you could choose to name the dog.

It's something like "One more, I want you to work harder".

This is why I'm not happy that the RosettaStone language learning program costs so much.

連打 (renda) means "barrage". I've already seen from other screenshots you posted last year that the circle is some sort of abbreviation for "good", though I don't know why. My guess then is this skill is Good B2B Hitter, as that's the only one that sounds likely to me.
