Does it? Like if you get drafted after college rather than high school, will you get better starting abilities?

doesn't seem like it... nor does draft round. It seems it's there to fill out the form :D

Not that I know of. But if you choose to be drafted in the 1st round instead of 5th you will have better stats.

Well then what's the point of being drafted earlier or later if you know being drafted earlier gives you better abilities?

It gives people more of a challenge?

Having a college draftee makes your player start his decline phase at a later age from what I've been able to tell thus far.
Players drafted in a lower round have worse starting stats, but their potential is higher.
Strengths/weaknesses chosen seem to impact the age at which your player enters his decline phase, and the overall peak his abilities can reach as well but not as substantially as draft round/league does.

Not sure yet what impact being drafted out of an independent league has. High School draftees may have higher peak stats, but I'm not certain about that.
The Type of player (All Arounder, Slugger etc.) seems to have a pretty significant impact on the peak your abilities can reach, but I don't think it has much (any?) impact on the age he begins to decline.

Hard to pin down exactly what age/ability your player will peak out with each draft round/league combination with strengths/weaknesses impacting it as well.
I'm pretty certain the earliest your player can start his decline phase is 28, the latest seems to be around 36.
