This game hasn't come out yet in Japan but pawapuro 14 has and it has my life as well. From what I have checked most everything is exactly the same or similar. From http://pawapuro14.blog.shinobi.jp/Entry/ there is a list of how all the choices you make affect character creation.
Personally I think if you just read the page with some google translator you should be able to make enough sense of it to understand how the game works just from the tables and in any case I don't feel like translating the whole thing.
Anyway your players have different starting stats based on where they are drafted.
Fielders: http://pawapuro14.blog.shinobi.jp/Entry/23/
Pitchers: http://pawapuro14.blog.shinobi.jp/Entry/24/
Breaking balls: http://pawapuro14.blog.shinobi.jp/Entry/25/
Higher round players have better overall starting stats, the distribution is based on what kind of player you pick. Oddly enough picking catcher/2b/etc doesn't lower your starting stats in any way.
The strong/weak points are predictable and the stat changes are the same as in the US version. Most of them are double-edged in that they improve some skills at the cost of power/velocity (which is the most important stat and is also hardest to improve.)
The interesting part of all this is the development curve. Players with higher starting stats reach their stat peak earlier and decline sooner. The higher the draft pick the earlier the decline stats on average. This page has the tables. http://pawapuro14.blog.shinobi.jp/Entry/3/
Other things that affect this are whether you choose HS/college/ind league, the peak comes later if you choose these (of course you start at a higher age). You never get the early peak type if you choose college/ind league. Also, in the strong points section, there are a few traits you can pick that make your player much better overall with no/few drawbacks. These make your player peak earlier. On the other hand the ugly characteristic makes you peak later and also improves your skills.
The choice of player type as well as strong points affect your peak stat limits. If you reach these you can't improve further.

All-rounder is the best by far imo.
Anyway there is a lot of other interesting stuff on that site that maybe I will go through sometime.

You can run entire pages through this thing: http://translate.google.com/translate_t

A bit rough but my favorite is "Australian hit a punch."

The only really useful stuff comes from the tables and I think you can probably figure those out just from the google translator. Maybe if I am feeling charitable I could translate the pages for the wiki or something. But I am finding that some of the stuff is slightly different between the two games after checking, so it might not be worth it.
On a side note the Japan league version of the mode seems really cool and I would definitely buy that game if it were sold here.

I hope you're feeling charitable then - if you read Japanese it would be a big help if you would translate that stuff and post it to the wiki. The 2007 wiki grew to be so good because fans like us took the time to post what we knew. That was the genesis for this site to even come into existence, a group of us on the gamefaqs forums trying to organize info about the 2007 game. We definitely need to get the same thing rolling for 2008.

I'm not sure the exact numbers would be useful, it seems like there is enough different that the specific figures aren't really relevant. It's the general ideas of peak/decline stages and the impacts of your strength/weaknesses/draft stage etc that'll hold value for the Wiki.
