Remember how I was telling you last week about the special cutscence in which you have to kill Goldman, to avenge your family's honor? (He released Gil, and fired your dad for sticking up for him). So you get Tough Runner for barreling through people in the streets of the town/vicinage as the cops chase after you after the brutal murder. If you're caught, you lose all of your scout eval. If you escape, you avenge your family's honor and get Tough Runner. |
