This is my future closer for any team mainly because of how hard he throws
And to think I did this without s/l and I didn't even get to play Sittch's team either, this is by far my hardest throwing player

the only 2 guys in PP08 with that are Prior and Livan Hernandez...

According to the wiki, battler can be received by:

1) You may receive this from Frank during the second year after completing his arc during a random event when tells you about his sister doing better. This occurs after Frank collapses.
2) You may also receive this by dating Emily Young and completing her Arc.
3) Secrets of Pitching Book.
