Can you reload to avoid the effect of insomnia or does it happen after a certain time?

If you're talking about the week where you get the AAA offer thing, yes it is possible to reload to avoid that.

i think he means once the effect happens he can leave, come back and nothing happened and i say yes ive done that

Ditto. And getting insomnia is not all bad because visiting the Doc activates the Glove Thief.

I have gotten the glove thief event but could not catch him nor did I see him at all after that? What do you do to catch him?

If Marvin says the thief went "X" direction, you have to look "Y" direction. This is off the top of my head, so you'll need to verify the directions, but I think it's like this for the Glove Thief:

N > South
S > West
E > North
W > East
