I know rookie's charm halves experience points gained, but does it do anything to Scout and Coach Eval?

I can make better players without the rookie's charm. I also tend to get the evals maxed faster. I guess it depends on how comfortable you're with it being a bit harder. It really isn't even in a bit, more of a hair.
