No, if you press the steal button, then the return to first button, your guy won't steal. That'd be nice if that worked like that though.

Seriously, try to steal 2nd. They throw to 2nd, pitcher cuts off, you're safe at 2nd

I can't get that to work. My guys (with speed ratings of b, d, and e) are always thrown out if I go for an early jump and the pitchers goes to 1st. Normally they're tagged out by the cutoff man. The only time my B player was passed the cutoff man when the ball arrived, that cutoff man let the ball pass right to 2nd and my guy was out.

Are you doing this with A rated speed guys?

I've never had the pitcher cut off a throw to 2nd unless a runner on 3rd tried a delayed steal.

So...when you hit the "steal" button prepitch in order to get a big jump, you also get thrown off if the pitcher goes to 1st instead of home, right?

If you have gotten any stat to its maximum with the help of shoes, waxes, etc., then the game will allow you to keep boosting, until you reach what would be the normal, unequipped maximum. I made this mistake when making a fielder, thinking that I was maybe boosting his secondary positions up to higher letters. In fact I was not doing anything but just wasting experience points.
