It's run from the same server as the website, but it isn't an irc server per se, so no other clients except the one setup can connect to it.

Anyone registered with the boards can join the chat with the same login. Just that nobody does.

I say get rid of it. There's already a forum. It looks like a pretty nice thing to have on a site without a forum though.
