ack, you have to pretty much pay money to get new playere because you need a permit :roll:

Scroll to the bottom of the public fields page and click Interact. You can get fans and players there if you wait long enough. It's easier to get fans if you've won your last game.

Go to roster, click the player's blue button (Twice), and select dismiss.
