Does anyone know how to get Throwing 2? I can't find it on the wiki. Also, if you catch the thief, do you get Throwing 4 no matter what? I could really use the cash, but not the ability.

3 weeks game time, because the later you catch the thief the more probability you will have for not getting any abilities, but still getting over a thousand dollars.
