Because their probably busy enforcing laws that actually make a difference.

If this law was enforced to that extent, they would have to build a lot more jails as all we have would be filled with at least 30 people per cell.

Regarding the legality of it all, I think downloading a game that's not even available in the U.S. is somewhat of a grey area.

If anyone tries it, please let me know. I'm very curious to see the results.
